Moses demands that Pharaoh let the Children of Israel leave Egypt, to worship God in the desert.
And Pharaoh refuses.
And Pharaoh makes the burden of the Children of Israel worse than it ever was.

Why have You dealt ill with this people?, Moses complains to God, on behalf of the people.

Then God says: Now will you see what I will do to Pharaoh: for with My strong hand will he send them out from Egypt. Then God begins the process of sending the Plagues.
And the Plagues are what ultimately bring the Children of Israel out from Egypt.

Moses' complaint is the first complaint (or prayer, or cry for help) up to God from the Children of Israel in slavery in Egypt.
The people have cried, and their groaning went up to God; but they have never spoken to God directly of their plight in Egypt.
And Moses has cared, but he, too, has not complained to God.

Now Moses complains to God, and God lets Israel free.

Perhaps God has been waiting for this complaint.
