God tells Moses in Egypt
to tell the people:
God will free you.
But the people are burdened with trouble
and they did not listen to Moses
when he shares God’s words.

God sends Moses
to tell Pharaoh
to let the people leave Egypt.
And God tells Moses:
Pharaoh will not listen to you,
and I will send great wonders
and I will free the people Myself.

So Moses’ role
is to announce God’s miracles
and to be ignored.

When God rescues Israel from Egypt,
splitting the Sea,
the people saw the Hand of God
and they believed in HaShem
and in Moses His servant.

So Moses has taught the people
how to spot God in a miracle.
So Moses has taught the people
to see God’s Hand in the world.
That is his role.

Initially, the people “hear” Moses [Ex. 4:31]; the episode mentioned above [6:2 and following] comes later. But I still think the idea has merit, especially as 6:2 marks the start of a second stage of the Exodus. At minimum, see this piece as a kind of literary thought experiment / ”vort.”
